Sorry I didn't see this one earlier. The ballast can be made of anything inert - you can get lead or lead replacement weights anywhere that sells stuff for fishing as fisherman use all sorts of weights to adjust where the bait hangs in the water.
Amazon, eBay, etc. should be able to supply something. Stainless steel or plastic coated ballast is preferable for environmental reasons should the worst happen "at sea".
Take everything I say with a pinch of salt, I might be wrong and it's a very *expensive* way to learn!
